J. Felix De La Torre joined Weinberg, Roger & Rosenfeld in
2000. Prior to joining the firm, Mr. De La Torre worked for California
Rural Legal Assistance Foundation (CRLAF) as the Program Director
of the Pesticides & Worker Safety Project. In that role, he
provided technical assistance, legislative advocacy and direct
legal representation to farm workers adversely affected by substandard
health and safety practices. Mr. De La Torre’s work included
monitoring employer compliance with CAL-OSHA standards; evaluation
and advocacy of pesticide reduction strategies; and training of
farm workers in work safety issues. During his time with CRLAF,
Mr. De La Torre was involved in efforts to regulate Methyl Bromide
in California’s strawberry fields, and with other commonly
used crops, and was a member of the Cal/OSHA Regulatory Development
Advisory Committee On Heat Stress Control.
Prior even to law school, Mr. De La Torre served as the State
Policy Analyst for the Mexican American Legal Defense and Educational
Fund (MALDEF). During his tenure, Mr. De La Torre spent much of
his time fighting Proposition 187, which was of particular importance
at that time. In addition, he drafted, evaluated and testified
on legislation that impacted the Latino community in California.
His work with MALDEF inspired him to attend law school, and pursue
a career advocating on behalf of workers’ rights.
At Weinberg, Roger & Rosenfeld, Mr. De La Torre now represents
public and private sector employees in a wide range of labor and
employment matters. His practice encompasses all aspects of labor
and employment law, including wage and hour litigation, National
Labor Relations Board elections and unfair labor practices, labor
arbitrations, administrative hearings before the State Personnel
Board and the Public Employees Relations Board, federal and state
court injunctions, collective bargaining, and wrongful termination
litigation.
Mr. De La Torre is also a member of the Board of Directors for
the Coalition of Concerned Legal Professionals (CCLP), where he
provides pro bono work for low-income workers. As a volunteer attorney,
Mr. De La Torre conducts “know your law” and “legal
advice” sessions to workers and members of the community.
In addition, Mr. De La Torre is the Co-Chair of the Sacramento
County Bar Association, Diversity Fellowship Program. This program
is a collaborative effort of the Sacramento County Bar Association
working together with participating Sacramento law firms and the
Career Development Offices of the McGeorge School of Law and the
University of California-Davis School of Law. The program is designed
to groom minority and other disadvantaged law students to be more
competitive in the legal labor market.
Mr. De La Torre is also a member of the Labor & Employment
Section of the State Bar of California, where he has been a moderator
and presenter at the Section’s Annual Meetings.
Mr. De La Torre is a 1999 graduate of the University of California,
Davis, King Hall School of Law, where he was a member of the UC
Davis National Moot Court Team and La Raza Law Students Association.
