Affordable Insurance Exchanges under the Affordable Care Act

On Wednesday, August 17, 2011, the Department of Health and Human Services (DHHS) published the Proposed Rule implementing functions parts of the Affordable Insurance Exchanges ("Exchanges") created by the Patient Protection and Affordable Care Act of 2010. The Exchanges, which will become operational on January 2, 2014, will provide competitive marketplaces for individuals and small employers to directly compare available private health insurance options on the basis of price, quality and other factors. The Proposed Rule addresses the following specific Exchange functions: eligibility determinations for Exchange participation and insurance affordability programs and standards for employer participation in the Small Business Health Options Program.
